What are the responsibilities and job description for the GIS Technician position at Onslow County?
This is an entry level position, but the candidate will be expected to perform intermediate technical work in the preparation and maintenance of real property maps and records; does related work as required. Work is performed under regular supervision by the GIS Director.

General knowledge and skill editing and maintaining geographic layers using ESRI's ArcPro specialized software and other land information systems; general knowledge of manual and digital cartographic techniques and standards and traditional map production processes; general knowledge of State and local codes governing land development, transfer of real property and rights of ownership and utilization; ability to comprehend technical specifications for manual, computer-aided/automated cartographic products; ability to establish and maintain effective working relationships with associates, government officials and the general public; ability to effectively communicate ideas both orally and in writing.Any combination of education and experience equivalent to graduation from high school supplemented by graduation from an accredited community college with major course work in cartography, geography or related field and considerable experience in the use of geographic information systems (considerable experience with ESRI ArcGIS Software land surveying, computer aided drafting, and/or paralegal experience preferred).

Must obtain certification as a North Carolina Property Mapper within two years of hire date.
Salary will be determined based on qualifications, internal equity, budget and market considerations.

- Maintains layers of GIS land base features and will analyze different types of GIS data. Transfers tax ownership in tax system as determined from recorded documentation.
- Creates and print maps for county offices and the general public.
- Locates parcel(s) by tax map number; create maps relating to identified properties.
- Assigns street addresses to all residential, commercial, industrial and institutional properties resulting from new construction, building and mobile home permitting processes.
- Answers telephones, emails, and in person inquiries from the general public.
- Reviews plats as part of Review Officer Duties as well as approving certain permits from the Planning Dept.
- Performs deed research, reading land surveys, estate files and other related task as required.
- Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer. Performs related tasks as required.
- Performs related task as required.
