The Human Services Program Manager’s role will be to coordinate and manage a behavioral health continuum of care to serve the community and children, adults, and families receiving services through Consolidated Human Services. This position provides direct oversight and direction in the provision of child/family therapy, mental health quality assurance, parenting assessments, comprehensive clinical assessments, case management and peer support, education and training, and prevention support. This position will be responsible for the development, implementation, and ongoing evaluation of trauma informed services designed to not only improve immediate health outcomes but also serve as a foundational effort to break cycles of dysfunction, promote resilience, and ultimately reduce the burden of mental health crises on both individuals and the broader community.

This position will provide complex planning, research, consultative, technical and project coordination/management, in addition to data and performance monitoring, reporting and program integrity.
Responsible for direct supervision of therapeutic/clinical interventions, case management services, and peer supports via individual and/or group supervision.
Provide staff and our partners with knowledgeable technical assistance and support.
Investigates local, state, federal, private, and corporate sources of funds. This includes reviewing materials, listservs, telephone contacts and correspondence.
Coordinates, develops, and processes grant applications from conceptual to submission stage while working closely with staff throughout all phases.
Establishes and maintains effective working relationships with the local behavioral health community, law enforcement, and service providers and community partners to create an environment conducive to growth and expansion of the Consolidated Human Services Clinical Unit.
Conduct outreach visits and maintain ongoing relationships with community partners. Represent the County on external boards and committees.
Coordinates and provides oversight of an internship program within the Department, to support employee retention and strengthen service delivery.
Serves as a disaster ready team member, if appointed or volunteer.
Performs other duties as assigned or delegated.
Experience working with behavioral/physical health processes, human service agencies, law enforcement agencies, and grant management. Knowledgeable trauma informed practice and the long-term effects of abuse and neglect. Knowledgeable of governmental and private organizations and community resources. Knowledgeable of funding sources, compliance issues, and legal and fiscal policies of funding sources and appropriate government agencies; high degree of initiative to find solutions and meet deadlines; work independently, with the ability to work under pressure; knowledge of and experience using databases to do research, to identify funding opportunities or other similar functions, knowledge of and demonstrated proficiency in the use of office software; demonstrate advanced level competencies using spreadsheets; excellent research and analytical skills; experience in grant program planning and analysis; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with department staff and various community members; ability to organize, prioritize and manage multiple projects independently, often with tight deadlines.
Master’s degree from an accredited college or university in a related human services field and licensure in related discipline.
Minimum of 3 years direct experience working with children and families
