What are the responsibilities and job description for the ANCHOR/REPORTER/PRODUCER position at State of Louisiana?

The Louisiana Educational TV Authority/Louisiana Public Broadcasting is seeking to hire an on-air Anchor/Reporter/Producer for their weekly news magazine program and for other public affairs programs as assigned.

 

Preference will be given to the candidate who possesses the following skills:

 

  • Strong writing, reporting and storytelling skills.  Using the highest journalistic standards, they will be responsible for pitching and developing timely news and arts/culture stories that pertain first to the state of Louisiana and potentially to a national audience.
  • Must be a self-starter who is very organized and works well under deadlines.
  • The ideal candidate will have strong interviewing skills with a variety of subjects. This candidate will also have strong connections and contacts within various Louisiana communities and businesses.
  • Must be a team player who can manage, inspire, and direct crews with clarity and confidence.
  • Experiencing editing in Adobe Premiere is a plus.
  • Should have expertise in using social media, including Facebook, YouTube, X, and Instagram.
  • A minimum of three years as an on-air anchor/reporter/producer is required.

 MINIMUM QUALIFICATIONS:
A baccalaureate degree in mass communications, broadcast television production, broadcast journalism, journalism, English, film studies, or cinematography, plus one year of production experience in television, radio, or multimedia.

SUBSTITUTIONS:
Additional experience in production in television, radio, or multimedia will substitute for the required degree on the basis of six months of experience for fifteen semester hours of college.

NOTE:
Experience may be with a commercial, public, government, or non-profit entity for television, radio, or multimedia distribution.

NOTE:
TV Lighting/Stage Director is not qualifying toward the required specialized experience.

NOTE:
Any college hours or degree must be from an accredited college or university Function of Work:
To produce a complete television program by developing, planning, completing, and marketing the program for distribution.

Level of Work:
Experienced.

Supervision Received:
General from Television Production Manager or higher level television production staff.

Supervision Exercised:
Functional/project over production staff.

Job Distinctions:
Differs from Television Director and Senior Director by responsibility for the development and implementation of program ideas.

Differs from Television Production Manager by lack of responsibility for all production activities.  Responsible for producing subject matter important primarily to state and secondly to national audiences.

Serves as functional supervisor over personnel involved during the pre-production, production, and post-production phases of all television projects assigned.

Functionally supervises any contract personnel necessary for the production's content or production construction.

Researches, aids in developing and solidifies project budgets, determining personnel, equipment, time and content factors.

Applies and ensures the completed local and national programs produced follow new technical advances and production techniques and guidelines in digital television production to comply with federally mandates, as well as following established techniques and guidelines for general television production.

Functions, if necessary, as primary editor on on-line non-linear editing equipment in the editing of video and audio images in completing of programs.

Able to identify, analyze and evaluate the established needs.

May initiate and negotiate contractual production and facilities services. Establishes guidelines and produces, directs and monitors for accuracy and delivery the actual performances of those services.

Involved in the design and development of the construction of in-service, educational, informational, and entertainment programming.

Responsible for television productions targeted for broadcast and narrowcast with a medium level of complexity in program development and construction with budgets usually between $10,000 to $40,000.

Responsible for one to three projects in the pre-production stage, producing, and construction stage, and the post-production stage at the same time.

Determines the most efficient presentation approach to material for inclusion in the program and develops production techniques, budgets, time lines, and required television personnel needed to develop the production.

Consults with the Television Executive Producer and the Television Production Manager on negotiating rights clearances.

Responsible for contacting owners of copyrighted and trademarked material and obtaining through contract and legal negotiations, rights and clearances to said items for use in produced programs.

Develops appropriate shooting and post-production schedules with the Television Production Manager.

Works with production personnel in determining the correct shot composition, blocking and lighting needed for each individual scene, and insures audio is being adequately monitored.

Supervises on-air talent and guest experts, directing them in the content presentation.

Oversees assigned project on-location and/or studio shoots, assuring that all required content images, material and technical executions have been completed correctly.

Supervises postproduction engineers during session. Responsible for assembling all production elements prior to edit sessions, including audio, music, graphics, video still store, and computer generated text.

Reviews completed assigned project with various personnel to determine aesthetic characteristics of the production.

Identifies marketing strategies for produced programming.

Works with the Louisiana Educational Television Authority Underwriting person on researching and obtaining funding sources for the program.

Provides press packages and personal program representation to possible funding sources.

Responsible for making sure that the completed project is in accordance with all required Federal Communications Commission Rules and Regulations, Public Broadcasting System Guidelines, agency policy and other regulation pertinent to the subject matter and its execution.

Performs budget reconciliation at the completion for all assigned productions.

Researches topics scheduled for production and writes scripts.

Confers with various personnel on appropriate lighting, casting, camera angles, equipment, needed animation, and other electronic graphics.

Researches, identifies, and secures the services of content experts in the content development phase of the production processes.

Develops, in consultation with promotional staff, promotional material for agency produced television programs.

Confers with other agency departments, state agencies, businesses, and various corporate entities and advises as to production techniques, target audiences and content development.

Researches and identifies possible grant sources. Composes proposals from possible funding sources to be used for project budgetary fulfillment.
