The Audit Director plans, directs, and develops the department's internal audit function including developing and enforcing audit standards, policies, and procedures. The Director also plans, assigns, and executes audits and reviews of department operations according to established Audit Plans in order to evaluate the effectiveness of internal controls. The selected candidate will make recommendations for improving efficiency of personnel and operations, and for strengthening internal controls.
Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus five years of experience in accounting or auditing; OR
A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus five years of experience in accounting or auditing; OR
A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus five years of experience in accounting or auditing; OR
A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation plus five years of experience in accounting or auditing; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus four years of experience in accounting or auditing; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation plus three years of experience in accounting or auditing.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Internal Audits:
- Plans and performs risk assessments of department operations and develops appropriate annual and long-range audit work plans.
- Supervises assigned audit staff members. Assigns audit duties to staff. Monitors assigned auditors to ensure that audits, projects, and investigations are carried out as designed, are technically sound, and are on schedule. Reviews audit work-papers and supporting documentation prepared by staff for accuracy and conformance to Internal Audit Section's policies and procedures.
- Reviews regularly and updates as needed, the department's Internal Audit Section charter.
External Audits:
- Coordinates audits conducted by external auditors and assists department personnel in responding to external audit reports.
- Assists external auditors in securing information and routes audit findings to appropriate personnel for responses.
General Audit Duties and Responsibilities:
- Advises higher-level department executives and administrators of issues uncovered in internal audits, reviews, investigations, and consulting services and makes recommendations for solutions.
- Interprets audit standards, laws and regulations as they pertain to audits for applicability to operations of LDH. Provides technical assistance to agencies being audited.
- Acts as contract monitor for projects contracted to outside parties by the Internal Audit Section.
- Provides orientation and training opportunities to staff auditors.
- Coordinates NVRA reporting responsibilities for department.
- Other duties as assigned
