This position is to assist in the management of the DOTD Maintenance Management System (MMS) Program, Agile Assets and Plant Maintenance in LaGov. This position has specific responsibility for handling daily work activities, functions, and training for certain modules in Agile Assets while also maintaining a working knowledge in other modules assigned to DOTD Maintenance Operations. This position participates in the development of the new Agile Assets Level of Service (LOS) method which will be used to produce performance based budgets. This position performs highly complex and technical assignments requiring the ability to research, compile, and report on technical data related to statewide maintenance operations and procedures. This position verifies current maintenance methods and procedures, and assists in the development and implementation of new maintenance procedures into the Department’s Maintenance Guide as required to ensure that the statewide maintenance activities are consistent and properly reported in Agile Assets and Plant Maintenance.


While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. 


This position is in a Career Progression Group up to a DOTD Program Specialist 3. As part of a Career Progression Group, vacancies may be filled from this recruitment as a DOTD Program Specialist 1, 2, or 3 based on the qualifications of the selected applicant. MINIMUM QUALIFICATIONS:
A baccalaureate degree.
 
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
 
NOTE:
Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:
To perform a variety of professional-level duties for a program specific to DOTD.

LEVEL OF WORK:
Entry.

LOCATION OF WORK:
Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service.
 
JOB DISTINCTIONS:
Differs from DOTD Specialist 2 by the presence of less complex duties within assigned program.

This position is to assist in the management of the DOTD Maintenance Management System (MMS) Program, Agile Assets and Plant Maintenance in LaGov. This position has specific responsibility for handling daily work activities, functions, and training for certain modules in Agile Assets while also maintaining a working knowledge in other modules assigned to DOTD Maintenance Operations. Examples of Work


30% Oversees the daily duties and operations of Agile Assets. Communicates with users regarding updates, changes in policy, and errors with the system. Performs on-going reviews of work orders prepared in Agile Assets for consistency, completeness, and accuracy. Informs districts of issues with work orders and checks to see that corrections have been made. Routinely reports to supervisors regarding work order accuracy. This position ensures that statewide maintenance activities are consistent and are properly reported.

 

30% Assists DOTD personnel with the use of Agile Assets either in-person, by telephone, and/or by e-mail as necessary. Provides technical support for users encountering problems with use of the system. Identifies training deficiencies statewide on the use of the Agile Assets software, based on system reports, technical support issues, and errors/corrections to data. Designs tailored training plan to address current deficiencies. Schedules and conducts training with targeted districts/users. Repeats cycle as new deficiencies are identified.

 

20% Helps to develop and recommend changes to policies, procedures, and goals relative to the MMS, particularly Agile Assets. Meets with Assistant Secretary of Operations, Chief Maintenance Engineer, and Maintenance Management Administrator to discuss and approve recommended changes. These decisions include, but are not limited to, determining the maintenance activities to be included in the MMS and updating the descriptions of the maintenance activities to current field practice. These decisions will impact daily work activities and data input of the districts.

 

10% Provides user support for the Mobile Work Manager application used with Agile Assets. Helps to identify and prioritize bug fixes, new functionality, and changes to user interface. Assists in testing updates prior to release, and provides training and support to users.

 

5% Assists in the development and operation of the Level of Service Method, and ensures that the data sent to the LOS from Agile Assets and LaGov is accurate and consistent.

 

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
