Six years of continuous employment. Four years of the required experience must have been in the administration or enforcement of state driver's license or motor vehicle laws.
SUBSTITUTIONS:
College training will substitute for the required general experience on the basis of thirty semester hours for one year of experience.
Training in a business school or technical institute will substitute for the required general experience on the basis of one month of training for one month of experience.
NECESSARY SPECIAL REQUIREMENT:
May be required to possess a valid Louisiana driver's license at the time of appointment.

To serve as an assistant to a Motor Vehicle Administrator and as such directs operations, overall planning, development and implementation of various programs operations within the Office of Motor Vehicles Customer Service Operations, Field Operations or Headquarters Operations or to manage the contracted public tag agents or contracted driver education agents.

Motor Vehicle Office Managers (Field) or regulatory supervision over certain projects or functions within the Office of Motor Vehicles.

JOB DISTINCTIONS:
Differs from Motor Vehicle Manager 1 by the responsibility for managing a Customer Services Division or by serving as an assistant to a Motor Vehicle Administrator.
Differs from Motor Vehicle Administrator by the absence of responsibility for administration of all functions in either Field Operations, Headquarters or the Customer Services Division.

Develops, plans, and monitors the operational budget for the Office of Motor Vehicles to include formulation and maintenance of the agency's Strategic Plan.
Directs the management of statewide-privatized public tag agents that perform various Motor Vehicle Registration Field Office functions.
Oversees the management of the Staff Developmental Training Programs (Driver's License Issuance, Driver Management, Vehicle Registration, and Safety Awareness/Accident Prevention.
Provides administrative direction to the Commercial Driver's License Consultant who serves as the department's expert and consultant for the Commercial Driver's License Program and manages the Third-Party Tester Certification Program that involves certifying testers (non-governmental personnel) who perform skills/road tests for drivers in commercial vehicles.
Oversees and provides administrative direction to the Driver Education Providers and Third-Party Testers that also involves certifying testers and driving school contracts.
Directs the management of the Intranet/Internet systems, Call-Distribution Center, and the Automated Voice Response Conversant systems located statewide.
Provides input on the content of the Intranet/Internet systems and Automated Voice Response Conversant systems to ensure information required by Field Services personnel is available.
Administratively interprets rules and regulations and manages their effect on all areas of operation (fiscal impact, quality assurance, data programming, purchasing of equipment/supplies, safety coordination, forms management, etc.).
Maintains liaisons with other local, state and federal officials on matters relative to the proper management of all administrative and developmental services.
Determines availability of resources and allocates resources based upon a system of priorities.
Continually directs and evaluates the planning and organizing of administrative and developmental activities.
Provides consultation pertaining to the overall approval/rejection of policies and procedures proposed for implementation within the Office of Motor Vehicles.
Writes or assists in writing proposed legislation.
Serves as research specialist in legislation and assists in the promulgation of departmental rules.
Researches and prepares contracts for driver's license reciprocal agreements with foreign nations.
Compiles and disseminates budget requests and prior year performances to be presented to the Legislative body.
Actively participates in the legislative process, budget control, research, and statistical data.
Performs inspections of field offices.
Designs facility layout of field offices and, negotiates for leasing of facilities. Actively involved with contractor and landlords for any facility problems or concerns.
Directs ongoing projects affecting Field Services Operations. Includes working with vendors to ensure projects are completed timely and to the satisfaction of administration.
Assign and oversee personnel involved in the project.
Compile statistical data for vendors relative to the project.
Prepare Request for Proposals for publication to vendors to define project requirements.
Evaluate proposals received from vendors for compliance with the Request for Proposal.
Evaluate work performed by vendors to ensure compliance with contracts awarded to vendors.
Oversee distribution and installation of equipment for Field Service Offices located throughout the state.
Coordinate with other Motor Vehicle Managers to ensure proper implementation of programs affecting all Motor Vehicle and associated business partner offices.
Coordinate with other Motor Vehicle Managers the to ensure Staff Developmental Training Programs (Driver's License Issuance, Driver Management, Vehicle Registration, and Safety Awareness/Accident Prevention) contain proper material to train field services personnel.
