Why does the job exist?

The position of the NMDVS Healthcare Division Director provides supervision to staff which includes the hiring, training, mentoring, setting performance goals and evaluating said goals in accordance to state annual requirements. This position will manage the various health care related programs offered by the NM Department of Veteran Service to include the Governor's Challenge, Suicide Prevention Coordination, Highly Rural and Statewide Transportation programs, as well as provide social work services to veterans seeking assistance in food/housing insecurities, mental health referrals, and work with veteran partners to assist veterans with their needs.
How does it get done?

Administrative- Provide weekly, monthly and annual reports to the Cabinet Secretary and/or Deputy Cabinet Secretary on core activities within the Division. When needed, represent the Cabinet Secretary or Deputy Cabinet Secretary at meetings or official functions, and interpret laws and regulations.

Financial/ Fiscal Management- Submit budget requests for Healthcare Division's operations annually in relation to the appropriation requests. Monitor and approve encumbrances and expenditures, provide data to CFO related to Fiscal Impact Reports during legislative sessions, and coordinate with Accounting Department on travel requests/expenditures, contract management and grant funding.

Human Capital Management- Work directly with the Human Resource Department for all personnel actions, recruitment, employee development and on/off-boarding. Provide staff appraisals and set performance goals for direct employees. Develop, implement and manage a training schedule for all healthcare employees.

Program Management and Development- Will be required to manage program development and ensure all grant funds are appropriated and deliverables are met. The NMDVS receives grant funding and this position will be responsible for the grant renewal, grant reporting and data analytics for deliverables. This position will document all activities to provide data reports to all reporting agencies and reporting for internal documentation.

Minimum Qualification

Bachelor's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, or Family Studies/Services and eight (8) years of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, health care, and/or behavioral health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
Working Conditions

Office setting, exposure to visual/video display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. This position does require travel in and around the Albuquerque metropolitan area and occasional overnight trips.
