The Opportunity
WSDOT I-405/SR 167 Program is currently seeking a Construction Compliance Supervisor (Transportation Engineer 3) to join our team. This role, under the direction of the Project Engineer, is responsible for overseeing inspection activities, acting as a contractor liaison, and managing compliance documentation for assigned construction projects. The position is vital to ensuring the successful delivery of projects that align with WSDOT’s mission to provide safe, reliable, and cost-effective transportation solutions. What to Expect
Among the varied range of responsibilities held within this role, the Construction Compliance Supervisor will:
- Plan, schedule, direct, and monitor all construction compliance activities.
- Review and monitor reporting related to inspection and contractor activities for completeness and accuracy.
- Identify non-conformance issues, investigate problems, and make recommendations for resolution.
- Supervise construction compliance staff, including planning and assigning work.
- Evaluate employee performance and complete annual performance appraisals.
- Assess staff training needs and arrange for or provide instruction.
- Manage compliance documentation activities, including tracking Non-Conformance Reports (NCRs).
- Assist in developing and implementing audit plans with the Program Quality Manager.
- Serve as a contractor liaison for field activities, participating in meetings and site visits.
- Perform other duties as assigned, including occasional overnight travel for meetings or training.
Qualifications
To be considered for this opportunity, the following are required:
- One (1) year of experience as a Transportation Engineer 2 or equivalent, such as Bridge Engineer 2 or Transportation Planning Specialist 2.
- Two (2) years of design and/or construction experience.
- Knowledge of and experience applying civil engineering principles, practices, and methods to moderately difficult engineering problems.
- Possession of a valid driver’s license.
It is preferred that qualified candidates also have the following:
- Ability to perform fieldwork outdoors with exposure to hazardous conditions or materials, including construction sites, roads, and uneven terrain. Knowledge of construction practices and contract administration.
- Experience writing, reviewing, and interpreting contract documents (plans, submittals, specifications, etc.)
- Effective communication skills, both oral and written, to communicate clearly and concisely with multiple audiences.
- Three (3) years of progressively responsible civil engineering experience.
- Completion of the Entry Management Core Program (ED&TD, AA).
- One (1) year of experience supervising technical or professional engineering staff.
- Experience with using SharePoint.
- Strong math skills. i.e., estimating costs (labor and materials) for change orders.
- Proficient in Microsoft Word, Excel, and Outlook programs.
- Strong organizational skills & experience accurately filing and organizing documentation.
- Proficient in using software programs, including CATS, Materials Testing System (MATS), Statistical Analysis of Materials (SAM), Aggregate Source Approval (ASA) database, Qualified Product List (QPL), or similar programs.
- Knowledge of Construction Audit and Materials Tracking programs.
