What are the responsibilities and job description for the Construction Stormwater Compliance Specialist (Environmental Specialist 4) position at State of Washington?
The Water Quality Program within the Department of Ecology is looking to fill a senior Construction Stormwater Compliance Specialist position.
This position is located in our Northwest Regional Office (NWRO) in Shoreline, WA, and is eligible for a telework/in-office or fieldwork hybrid schedule. You will have the opportunity to telework or conduct fieldwork the majority of your week, and should live within a commutable distance to our Shoreline office for in-person meetings, fieldwork, and activities.

As a Compliance Specialist, a typical day might include enforcing an Order that is set to protect our waters from contamination, reviewing toxics data to set requirements to prevent pollution, or providing technical assistance in the field to assure that best management practices are being used so that erosion doesn’t damage a salmon-bearing stream.

What you'll do:
You will be the program's Construction Stormwater Compliance Specialist within the Northwest Region. In this role, you will be a leader for the program, providing assistance to other compliance inspectors and helping facilities come into compliance with permits that protect water quality.You'll do this by:
- Inspecting sites for compliance with permit requirements.
- Responding to water quality complaints and providing technical assistance to construction projects regarding best management practices, laws, rules, and permit requirements.
- Developing Administrative Orders for sites with known soil or groundwater contamination.
- Reviewing Stormwater Pollution Prevention Plans (SWPPP) and analyzing laboratory data.
- Developing inspection reports, warning letters, and recommendations for formal enforcement actions.
- Mentoring other construction stormwater inspectors, and supporting their compliance and enforcement action preparation.
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational, volunteer and lived-experience. See below for how you may qualify.
Option 1:
Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied science field.
Experience: In environmental analysis or control or environmental planning.
- Investigating environmental complaints or violations
- Performing inspections or field investigations
- Explaining complex environmental rules or regulations.
- Recommending compliance or enforcement options
- Assisting businesses with regulatory requirements, including options for coming into compliance
- Conducting scientific studies or environmental data analysis
Option 2:
A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Five (5) years of professional-level experience in environmental analysis or control, or environmental planning, which may include experience as describe in Option 1.
Option 3:
A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Three (3) years of professional-level experience in environmental analysis or control, or environmental planning, which may include experience as describe in Option 1.
Option 4:
A PhD degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Two (2) years of professional-level experience in environmental analysis or control, or environmental planning, which may include experience as describe in Option 1.
Option 5:
- Two (2) years of experience as an Environmental Specialist 3 at the Department of Ecology.

- Must have a valid Driver’s License.
Desired Qualifications:

- Experience conducting National Pollutant Discharge Elimination System (NPDES) stormwater compliance inspections or fieldwork.
- Experience preparing and issuing enforcement actions such as warning letters, notice of violations, administrative orders, and notice of penalties.
- Experience with sampling, laboratory data analysis, chemistry, toxicology, or environmental fate and transport.
- Experience communicating technical or scientific information with a wide variety of audiences, including the general public who may not have a technical scientific background.
