Working Conditions:
- This position is hybrid-eligible. WSAC operates primarily on a remote basis, but successful candidates must be able to work in the Olympia office and travel throughout Washington State when required.
- Equipment and supplies required to work from home will be provided by the agency, including a computer, monitor, keyboard, and mouse.
- Work hours are standard business hours of Monday – Friday, 8:00 AM to 5:00 PM, however, requirements of the position may require work more than normal scheduled hours due to travel, to meet high-volume and/or time-sensitive workload and agency priorities.
About the Budget and Accounting Team
We support WSAC's mission and goals by providing sound financial and business management, guidance, and analysis to our customers and by developing policies and procedures that ensure fiscal compliance and a strong internal control environment.
About the Position
We are looking for a forward-thinking, analytical, and results-driven person to join our team. The Fiscal Analyst 4 will possess the technical, communication, and problem-solving skills to implement effective accounting practices throughout the agency.
As the Fiscal Analyst 4, you will work under the general supervision of the Accounting Manager to help lead the financial management activities within the agency. WSAC has a complex financial portfolio and many different business lines. This position provides direction and will oversee various functions including general ledger, accounts payable, travel and related expenditures, accounts receivable, cash receipts, grant accounting and draws, asset accounting, internal controls, and year-end closing activities.
Key responsibilities for this role include:
- Reviewing AFRS and payment batches
- Auditing expenditure batches and cash receipts
- Coordinating the collection and processing of monthly time and attendance records in collaboration with the Department of Enterprise Services
- Processing payments
- Reconciling general ledgers
- Updating and maintaining CAMS (Capital Asset Management System)
- Reviewing and approving monthly journal vouchers
- Performing annual fiscal year-end closing procedures
- Issuing purchasing cards for WSAC staff
- Assisting staff with 1099 and 1098 reporting in compliance with IRS and OFM guidelines
- Processing unclaimed property
- Coordinating equipment inventory management
This Fiscal Analyst will support various fiscal and operational activities essential to the department’s compliance and efficiency.
Education and ExperienceOption 1
A bachelor's degree which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting AND
Two (2) year's of relevant experience.
Option 2
An associate's degree hich includes 18 quarter or 12 semester hours in accounting, auditing or budgeting AND
Four (4) year's of relevant experience.
Option 3
Eight (8) years of relevant experience.

- Three years of accounting experience such as reconciling general ledger accounts, and processing journal vouchers.
- Demonstrated understanding of governmental accounting principles and processes.
Preferred/Desired Experience and Competencies:
- Working knowledge of state financial systems such as AFRS, Financial Toolbox, Enterprise Reporting, and WEB Intelligence.
- Familiar with the State Administrative and Accounting Manual (SAAM).
