We are searching for a Juvenile Rehabilitation Living Unit Manager to oversee all aspects of an institution living unit for youth, including treatment, transition, and reentry programming and services. Our mission is to protect the public, hold youth and young adults accountable for behaviors, and reduce criminal behavior through a continuum of preventative, rehabilitative, and transition programs in residential and community settings. The Opportunity:
As a Juvenile Rehabilitation Living Unit Manager at Green Hill School, you will oversee treatment, transition and reentry programming, and services provided to residents, including Dialectical Behavioral Therapy (DBT); Substance Use Disorder (SUD), youth with a sex offense, mental health, education/vocation, and work-based learning. You will use your expertise to support effective communication throughout the organization and the community, and assure the highest standards of ethical conduct. Some of what you will do:
  • Manage all aspects of a maximum/medium security institution facility residential program for youth and young adults committed to Juvenile Rehabilitation.
  • Develop and maintain staffing plans to effectively utilize DCYF resources.
  • Administer, manage, supervise and direct staff within a collective bargaining environment.
  • Participate in recruitment, selection, onboarding, and training for employees.
  • Ensure employees complete orientation, mandatory training, and annual training requirements on time.
  • Ensure employees receive timely probation, trial service, and annual performance evaluations.
  • Model professional standards of conduct and enforce state standards for ethics and use of state resources.
  • Maintain communication with the Associate Superintendent consulting on decisions that impact personnel, programming, significant youth issues, budget requests, and activities that impact the facility program.
  • Collaborate and communicate with identified liaisons at the Department of Corrections (DOC) when serving young adults under DOC sentences.
  • Train, coach, mentor, motivate, and model effective performance.
  • Coach and mentor supervisors to gain skills and experiences including projects that expand beyond their role as a first-line supervisor as career advancement opportunities.
  • Maintain adherence to both internal and external audit requirements and ensure corrective action plans are completed.
  • Implement and provide oversight of evidence and research-based, family-oriented treatment services.

Required Education/Experience:
A Master’s degree in Public Administration, Social Sciences, or a closely allied field, and three years of professional experience.
OR
A Bachelor’s degree in Public Administration, Social Sciences, or a closely allied field, and four years of professional experience.
OR
Two years as a Juvenile Rehabilitation Supervisor or a Juvenile Rehabilitation Coordinator.

Required Knowledge of:
  • Adolescent development, at-risk behavior, principles, techniques, and trends in juvenile rehabilitation
  • Juvenile risk and protective factors
  • Evidence and research-based intervention programs that reduce recidivism
  • Juvenile Rehabilitation’s Integrated Treatment Model including Dialectical Behavior Therapy and Functional Family Parole/Therapy
  • Principles of supervision and treatment of Substance Use Disorder (SUD) and youth with sex-offense or mental health issues
  • Principles of casework practices, management, public administration, and supervision
  • Human Resources specifications and the Washington State Juvenile Justice Act
  • Washington Administrative Codes and Revised Codes of Washington pertaining to juveniles
  • DCYF Administrative Policies, Juvenile Rehabilitation Policies, case law, and the Collective Bargaining Master Agreement.
  • Understanding of racial equity and a commitment to participate in DCYF efforts to advance racial equity.
  • Institutional and systemic barriers for children and families of color.
  • Group behavior and dynamics and societal trends and influences related to juvenile delinquency

Required Skills and Abilities:
  • Skills in providing services to youth and young adults
  • Ability to analyze challenging situations in a social services environment and prioritize appropriate courses of action.
  • Ability to help remove barriers and close gaps for children and families furthest from opportunities.
  • Ability to work effectively with teams of diverse, racial, ethnic, cultural, and social backgrounds.
  • Ability to use de-escalation and self-defense techniques approved for intervention with aggressive youth.
