The HRIS Analyst will play an important role in managing and optimizing the PeopleSoft HRIS system for the City, ensuring data accuracy, compliance, and operational efficiency. This position serves as a bridge between the Human Resources, IT, and Budget departments, providing technical expertise, system administration, and data analysis to support strategic decision-making and streamline HR processes. The ideal candidate will possess a strong understanding of HR systems, exceptional analytical skills, and the ability to align technology with organizational goals.

System Administration and Maintenance
- Manage and maintain the PeopleSoft HRIS system to ensure performance and system integrity.
- Perform system configurations, updates, and enhancements to meet evolving business needs.
- Monitor system performance, troubleshoot technical issues, and ensure timely resolutions.
- Ensure compliance with internal and external data security and privacy standards.
- Maintain accurate and up-to-date employee data within PeopleSoft.
- Generate, analyze, and deliver HR Queries, dashboards, and metrics to support HR and municipal leadership.
- Develop ad-hoc queries and custom reports based on department-specific requirements.
- Perform regular data audits and cleanups to maintain data integrity and compliance.
- Collaborate with HR teams to facilitate core functions, including payroll, benefits administration, recruitment, and performance management.
- Provide technical support and training to HR staff and end-users on system functionalities.
- Act as a liaison between HR, IT, and other departments for system-related projects and initiatives.
- Identify and implement opportunities for process improvement and automation within the PeopleSoft HRIS.
- Lead or support system upgrade projects, including requirements gathering, testing, and implementation.
- Stay updated on PeopleSoft features and industry best practices to recommend and execute system enhancements.
- Stay informed about regulatory requirements to ensure compliance in system configurations and data management.
- Document system processes, procedures, and technical specifications for consistency and efficiency.
- Maintain departmental records and ensure accurate PeopleSoft setup for various boards, commissions, and personnel.
- Process across-the-board pay increases, such as COLAs, living wage adjustments, and contract settlements.
- Organize PeopleSoft setup for board and commission members receiving quarterly stipends.
- Coordinate with the Budget Department for personnel analysis sheet setup and ongoing system reconciliations.
- Other duties as assigned.
Minimum Qualifications
Education and Experience:
- Bachelor's degree in Human Resources, Information Systems, Business Administration, or a related field (or equivalent experience).
- 3-5 years of experience in HRIS administration, with a focus on PeopleSoft preferred.
- Experience in a municipal or public sector environment is highly desirable.
- Strong knowledge of HR processes, including payroll, benefits, and compliance.
- Proficiency in PeopleSoft or similar HRIS platforms; ability to manage system configurations, run queries, and generate reports.
- Strong ability to analyze data, identify trends, and provide actionable insights.
- High level of accuracy in data management, reporting, and system maintenance.
- Excellent verbal and written communication skills to train users and liaise across departments.
- Ability to troubleshoot system issues and recommend efficient solutions.
- Experience managing HRIS projects, upgrades, and testing cycles.
- Understanding of federal, state, and local regulations, ensuring system and data compliance.
- Ability to stay updated on HRIS advancements and implement improvements effectively.
