Join the Behavioral Wellness Department as our next Information Technology Management Professional Senior and help us transform mental health services through innovative tech solutions! The County classification title is an Administrative Services Management Professional Senior. This position will be based in Santa Barbara, CA with a hybrid working schedule.

We're seeking a strategic, tech-savvy leader to help drive innovation in how we deliver behavioral health services across the County. Under general direction, this role performs high-level administrative and analytical functions to support the Behavioral Wellness Department's IT operations. Key responsibilities include leading technological initiatives that improve efficiency, data management, system integration, cybersecurity, and service delivery. The position also reviews policies and procedures for compliance, provides expert guidance to leadership, and manages cross-departmental and community-based projects. Distinguishing Characteristics

This is the third (advanced journey) level in the Management Professional job family. This class is distinguished from subordinate classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken, and by nature, impact, and scope of the public contact. Incumbents in this job class perform the most difficult and responsible types of duties assigned to classes within this series. Incumbents at this level are required to be fully trained in all policies, procedures, and operations related to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

Reports to a higher-level manager or may report to an executive. Oversee the work of a team or teams of individual contributors through subordinate managers. May exercise direct and indirect supervision over assigned management, professional, technical, and administrative staff.

ABOUT THE DEPARTMENT: Founded in 1962, it is the mission of the Department of Behavioral Wellness to promote the prevention of and recovery from mental illness and addiction among individuals, families and communities, by providing effective leadership and delivering state-of-the-art, culturally competent services. The Department provides treatment, rehabilitation, and support services to 10,000 clients with mental illness and substance use disorders annually through its professional staff of over 400, in addition to its many contracted Community-Based Organization (CBO) providers.

The IDEAL CANDIDATE Will Have The Following

  • Expertise in providing end-user support for the Streamline SmartCare EHR, including troubleshooting access issues, navigation errors, and system performance concerns
  • Knowledge to support onboarding and training efforts by assisting new staff with login setup, role-based access, and orientation to SmartCare workflows and features
  • Ability to monitor and respond to SmartCare-related helpdesk tickets, ensuring timely issue resolution, proper escalation, and thorough documentation of support activities
  • Skilled at collaborating with clinical, administrative, and IT teams to optimize SmartCare workflows, assist with template and form updates, and support configuration changes
  • Capable of assisting with testing and validation during SmartCare upgrades and patch deployments, ensuring minimal disruption to end users and system functionality

Examples of Duties

  • Serves as a resource to assigned department, programs, and projects; provides technical direction, advice, and support; participates in the development of policies, procedures and standards for program development and review; acts as a primary resource regarding County systems, organization, operations, and services.
  • Reviews and analyzes operations, activities and budgets and provides recommendations and alternative solutions; reviews and analyzes policies and procedures; assists in the identification of opportunities for improvement and development of new policies and procedures.
  • Consults on issues related to budget preparation, analysis, presentation, and review.
  • Plans, develops, and implements a variety of programs and projects in accordance with the County's goals and objectives to inform the public; communicates internally with employees and may communicate externally with news media representatives, community and civic groups, public agencies, and private organizations.
  • Assists and supports the department in creating operational strategies, identifying, and resolving operations issues, and monitoring corrective actions.
  • Oversees, coordinates, and participates in special projects and programs and serves as the subject matter expert; develops implementation strategies and monitors the status of assigned programs and projects; provides leadership and direction to interdepartmental team members; prepares reports, correspondence, and memoranda, and makes presentations that include recommended action to various levels of leadership in the organization.
  • Directs and manages the work of consultants; prepares requests for proposals, reviews bids, interviews and selects consultants; manages workflow, establishes expectations and priorities and monitors outcomes; negotiates contracts.
  • Builds and maintains positive working relationships with elected and appointed officials, co-workers, other County employees, and the public using principles of good customer service.
  • Maintains and updates expertise in designated specialty areas; monitors current events and changes to laws, standards, rules, and regulations and analyzes the effect on the County's operations and services; prepares reports with updates, analyses, and recommendations; represents the County's interests.
  • Develops, manages, implements, and maintains major County-wide initiatives, programs, or projects; leads team meetings in a positive and motivational manner; makes decisions and recommendations with the long-term benefit of the County in mind; coordinates interjurisdictional, interdepartmental, and/or interagency activities; communicates to appropriate County entities.
  • Prepares and presents responses to questions, issues or concerns related to assigned projects, programs, and specialty area.
  • Represents the County to the public and to other agencies in a positive and productive manner.
  • May provide direct supervision over professional, technical, and clerical staff including assigning, directing, training, and evaluating subordinates.
  • Oversees, coordinates, and participates in research and analysis on a variety of issues and topics related to designated areas of responsibility; performs extensive review of related issues through interviews, correspondence, readings and other research methods; prepares highly detailed, comprehensive reports relating findings to the specific needs and concerns of the County; provides recommendations to the departments, County Executive Office and Board of Supervisors.

Education and Experience

Required

The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:

  • Equivalent of a bachelor's degree from an accredited four-year college or university in Information Technology, Computer Science, Healthcare Informatics, or equivalent AND
  • Four (4) years of progressively responsible experience involving planning, analysis, coordination, and evaluation of systems, programs, or technology initiatives in a Behavioral Health or Substance Use Disorder setting

Additional Information

May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.

Completion of a background investigation to the satisfaction of the County may be required for some assignments.

Supplemental Information

Application & Selection Process

  • Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
  • Supplemental Questionnaire Ranking: Candidates' response to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule 6. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the examination, rank on the employment list, and duration of the employment list.

Conditional Job Offer

  • Live Scan and Background Check: Once a conditional offer of employment has been made, the selected candidate's appointment is contingent upon successful completion of a Live Scan and background check which includes a conviction history check, and satisfactory reference checks. A Live Scan is an electronic fingerprint scanning that is certified by the State Department of Justice. Further instructions about when and how to complete the Live Scan will be included in the offer letter. Appointee will be subject to a post-offer medical evaluation or examination.
  • The appointee must satisfactorily complete a one-year probationary period.
