This position is a member of our Water Quality Division.

Heres What Youll Be Doing

Locate and map wastewater discharge points and determine critical receiving water mixing and flow conditions for aquatic life and human health protection for the Water Quality Division (WQD) of the Texas Commission on Environmental Quality (TCEQ).

Determine and recommend critical flow and mixing conditions for aquatic life and human health protection for wastewater discharge permits for produced water, hydrostatic test water, and gas plant effluent into water in the state resulting from certain oil and gas activities, and all other types of wastewater discharge permits. Maintain documentation of the process. Determine latitude and longitude information for wastewater permit applications. Enter data into a database and use the latitude and longitude values to develop and maintain a Geographic Information System (GIS) data layer.

Perform complex mixing analyses of effluent diffusers to support the Texas Pollutant Discharge Elimination System (TPDES) permit development using CORMIX model software.

Communicate complex technical information concerning the Critical Condition reviews to other state and federal agencies, agency staff, and the public. Attend meetings. Respond to telephone calls and letters received by the program.

Conduct complex critical conditions-related tasks such as determining if a discharge outfall is within the Coastal Zone boundaries. Update and maintain Standard Operating Procedures (SOPs) and critical conditions information in the Standards Implementation Procedures.

Complete Response to Comments (RTC) and adjust permit language as needed for wastewater discharge permits all types of wastewater discharge permits. Prepare for and attend meetings with local government officials, agency representatives, and the public concerning critical conditions reviews. Prepare and review documents as requested for contested case hearings.

Qualifications: KEY QUALIFICATIONS

Experience in ArcGIS to create, analyze and share maps.

Experience with USGS topographic maps.

Experience with Access and Excel for data entry and analysis.

Experience with surface water hydrology.

Required Education Experience

A bachelor's degree from an accredited college or university with a major in a natural science such as biology, zoology, wildlife/fisheries science, toxicology, environmental science, or a closely related field. These degrees must include nine semester hours in statistics, limnology, ecology, hydrology, aquatic ecology, ichthyology, benthic ecology, wildlife biology, invertebrate biology, entomology, toxicology, phycology, marine science, aquatic chemistry, aquatic pollution, or aquatic microbiology, plus two years of full-time experience related to examples of work performed.

OR

A bachelor's degree plus four years full-time experience in environmental activities related to the examples of work performed.

OR

A graduate degree from an accredited college or university with a major in biology, zoology, wildlife/fisheries science, toxicology, environmental science, or closely related field. This degree must include 18 semester hours in statistics, limnology, ecology, hydrology, aquatic ecology, ichthyology, be thic ecology, wildlife biology, invertebrate biology, entomology, toxicology, phycology, marine science, aquatic chemistry, aquatic pollution, or aquatic microbiology plus one year of full-time experience related to the examples of work performed.

OR

Career Ladder Progression: Two years of full-time experience as an Aquatic Scientist I at TCEQ.

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within theHydrologist IIstate classification. The selected candidate must meet the minimum qualifications of the corresponding job in theAquatic Scientist II series.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Water Quality Division.
