What are the responsibilities and job description for the TCEQ - Hydrologist IV position at TEXAS COMMISSION ON ENVIRONMENTAL QUALITY?
Performs advanced hydrological analyses for water availability modeling related to water rights permitting and provides technical and logistical support to the Interstate Compacts program for the Texas Commission on Environmental Quality (TCEQ). Leads and/or completes advanced hydrological reviews of water rights applications using Water Availability Models (WAMs), hydrologic analysis, and statistical procedures in accordance with state statute and rules, policies, and guidelines. Reviews and comments on application documents prepared by SWAT staff. Develops Geographic Information System (GIS) data for water rights, water rights applications, and WAM maintenance/updates. Conducts searches, analysis, and prepares maps using GIS tools. Communicates/interacts with agency staff regarding water rights and water availability modeling. Facilitates and participates in meetings with the regulated community concerning statutes, rules, policies, and hydrological reviews and directs responses to meeting action items. Responds to written correspondence through established procedures. Gives presentations to agency staff, other agencies, the public, and regulated community. Develops materials, provides support, and serves as an expert witness in the resolution of contested permit applications by preparing for, attending, and presenting at Commission agenda meetings, alternative dispute resolution meetings, and public hearings before an Administrative Law Judge or the Commission. Attends public meetings. Assists with and/or prepares response to public comment documents. Leads, performs, or participates in advanced special projects as directed such as WAM maintenance/updates, drought report, reviewing modeling contract deliverables, compact support, rule analysis/development, legislative analysis/projects, and overseeing contracts. Trains less experienced staff.

A bachelor's degree in hydrology, engineering, geology, mathematics, or natural or physical science from an accredited college or university, (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION), plus six years of full-time experience performing hydrologic work of similar character, scope, and complexity in the areas listed in examples of work performed.
OR
A master's degree in hydrology, engineering, geology, mathematics, or a natural or physical science from an accredited college or university, (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION) plus five years of the full-time experience.
OR
A doctorate in hydrology, engineering, geology, mathematics, or a natural or physical science from an accredited college or university, (COPY OF OFFICIAL TRANSCRIPT REQUIRED WITH APPLICATION) plus four years of the full-time experience.
Preferred Qualifications:
Experience using hydrologic models.
Experience working with water rights.
Experience working with hydrologic data.
Condition of Employment:
