Position Summary

The Town of Holly Springs is seeking temporary Seasonal Public Work Tech I- Solid Waste to assist with the upcoming leaf season. This position is responsible for performing work in collecting and removing yard waste and debris from residential and public streets and outdoor areas.

Days and Hours – M-Fri > 6:30am – 3:00pm

Seasonal position with 1000 hours maximum.

Hourly rate is $20/hour

SUPERVISORY RELATIONSHIPS

Reports to the Public Works Supervisor. Works under the general supervision of the Supervisor. Work is checked for accuracy, quality, and adherence to instructions. Employees may need to occasionally choose from defined alternatives to resolve problems but consult with the supervisor on matters not covered by guidelines. Incumbents have no supervisory responsibilities.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

Not all duties may be assigned to each position. The allocation of duties for this position will vary based on the level in the job classification series and will be dependent upon skill level and the location of work assigned.

  • Drives and operates a refuse collection vehicle with automated trucks to collect residential refuse/recycling/yard waste.
  • Collect yard waste debris from public streets.
  • Completes assigned and scheduled routes safely on time and without assistance.
  • Drives designated vehicle to a designated disposal site, unloads, and returns directly to route.
  • Safely operate assigned equipment. Ensures proper traffic control and safety procedures and devices are available and used for traffic control as needed during collection activities.
  • Clears storm drains and maintains stormwater conveyance infrastructure.
  • Applies rock salt/salt brine and performs snow and ice removal from Town streets and sidewalks; snow plowing.
  • Performs operator’s preventative checks and minor preventive maintenance on vehicles and equipment.
  • Operate hand-held electronic devices for routing and pre-post trip procedures.
  • Reports maintenance and/or repair needs that require mechanic assistance.
  • Completes work orders, daily activity reports, inspection reports, and time sheets; maintains maintenance and service records/logs, and other pertinent information.
  • Respond to customer complaints and/or concerns. Advises supervisor(s) of complaints and/or concerns not resolved.
  • Responds as essential field personnel in emergency and inclement weather situations.
  • Assists with set-up and clean-up for Town-sponsored festivals, parades, and events.
  • Provide backup support and assistance to the department as needed.
  • Reports to work for after-hour needs, as assigned.
  • Other duties as assigned.

Knowledge Skills And Abilities

  • Knowledge of safe and proper solid waste handling practices.
  • Knowledge of items banned from disposal in landfills.
  • Knowledge of what constitutes hazardous waste and yard waste.
  • Knowledge of traffic safety principles.
  • Working knowledge of the occupational hazards and safety precautions of the work.
  • Working knowledge of environmental and regulatory requirements related to the work.
  • Working knowledge of the traffic laws, ordinances, and regulations about use of tools and motorized equipment.
  • Knowledge of legal load limits for assigned equipment and vehicles.
  • Ability to operate assigned machinery and equipment skillfully and safely near vehicular traffic.
  • Knowledge of the operation, care, and repair of maintenance equipment and tools.
  • Working knowledge of occupational hazards (OSHA) and safe work practices including Safety Data Sheets.
  • Knowledge of Personal Protective Equipment (PPE).
  • Ability to understand and follow oral and written instructions.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work products while adapting to constant changes in priority.
  • Ability to understand and effectively carry out local policies and procedures; written instructions, general correspondence, and Federal, State, and local regulations.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to prepare and maintain accurate and concise records and reports consistent with the position.
  • Ability to communicate, concisely, and effectively in English with staff, administration, and the public in both written and verbal form.
  • Ability to adapt and take control of situations, responsibly dictating subordinate activities.
  • Ability to instruct and train in methods and procedures.
  • Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.

  • Ability to work the allocated hours of the position and ability to work flexible hours to include evenings, nights, weekends, and holidays due to adverse weather conditions, construction projects, or other emergency services.

  • This work requires the occasional exertion of up to 75 pounds of force; and requires strenuous manual labor including, but not limited to digging, shoveling, sweeping, raking, hauling, crawling, bending, lifting, pushing, pulling, twisting, and climbing.
  • Work performed may require walking or standing to a significant degree on rough terrain or may involve sitting for long periods with pushing and pulling of arm and/or leg controls.
  • Work may be performed above or below ground, including confined spaces.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas using the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • May be subject to hazardous chemicals/pesticides.
  • Duties are performed under all weather conditions and include exposure to inclement weather.

Minimum Required Qualifications

  • High school diploma or equivalent.
  • Previous experience in public works, construction, of solid waste preferred.
  • Level II: Must have a valid Class B CDL Driver’s license minimum.
