BASIC FUNCTION: Under the direction of the SELPA Administrator, the SELPA Analyst collaborates with Member Local Education Agencies (LEAs) within and outside the SELPA to collect, validate, submit, and present accurate and timely data. This role supports data entry, management, and processing for submissions to the California Department of Education (CDE), California Longitudinal Pupil Achievement Data System (CALPADS), and other reporting systems. Additionally, the SELPA Analyst assists with data analysis to support data-driven decision-making, including generating and auditing reports, maintaining compliance, and providing technical assistance and training as needed.

REPRESENTATIVE DUTIES: SEIS Administration & Special Education Data Management Administer the Special Education Information System (SEIS) for the SELPA by managing user accounts, permissions, teacher requests, and student records. Process teacher and Member LEA requests, including student additions, exits, transfers, eligibility changes, and record updates. Audit SEIS user accounts for staff changes and maintain accurate caseload assignments. Generate reports, including data and service tracker reports, for LEAs and SELPA leadership. Assist LEA Member staff with CALPADS uploads, transaction monitoring, and error resolution, particularly during Fall 1 and End-of-Year reporting periods. Conduct SELPA-level audits of member LEA CALPADS reports to ensure compliance with state and federal special education regulations. Train new Member LEA staff on SEIS and CALPADS operations. Present CDE (CDE) and Special Education Data Division updates at quarterly county CALPADS User Group meetings. Consult with the Executive Director on writing or revising fiscal SELPA policies and developing SELPA procedures for Member LEAs. Fiscal & Compliance Responsibilities Collect, audit, and process fiscal documents, including: Conference and Travel Expense Forms Executive Director’s credit card statements Purchase Requisition and Request to Invoice forms Compile and submit NPS attendance data to TCSOS Business Services for P-1, P-2, and P-Annual for attendance reporting in PADC. Process travel authorizations and reimbursement requests for parent and student travel related to therapeutic visits to/from Residential Treatment Centers. Attend and report back on workshops and conferences hosted by CDE and related agencies regarding special education data updates. Interagency Coordination & Compliance Reporting Act as a liaison between the SELPA, CDE, Member LEAs, and regulatory agencies. Serve as a resource to program administrators and Member LEA personnel for data reporting and compliance requirements. Coordinate with the TCSOS Special Education Department to compile and submit the Desired Results Developmental Profile (DRDP) report. Audit DRDP reports and resolve errors before submission. Coordinate with superintendents to complete the annual Personnel Data Report and submit it to CDE. Stay up-to-date with new or revised state and federal regulations affecting student programs, reporting, and compliance procedures. Administrative & Governing Board Support Assist the Executive Director with Governing Board, Committee, and CAC clerical duties, including: Writing agendas and compiling supporting documents. Drafting meeting minutes Scheduling meetings and booking meeting rooms. Setting up and managing meeting technology. Writing and proofreading meeting minutes for approval. Prepare agendas for SELPA Governing Board meetings and ensure legal timelines are met. Review, edit, and publish SELPA policies, guiding documents, procedures, and materials. Develop and implement short- and long-term procedures for data collection, reporting, and compliance. Maintain documentation, records, and reports related to student enrollment, services, system usage, and compliance. Assist with graphic design and branding for SELPA materials, including letterhead, logos, and marketing materials.

OTHER DUTIES: Perform related duties as assigned.

KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Methods, procedures, and terminology used in data collection, organization, analysis, and interpretation including sourced and uses of educational demographic, process, perception, and outcome data Current laws, guidelines, regulations and rules related to student information systems and storage of sensitive or confidential data within databases and how this relates to the funding systems in California. Operational experience required with one or more of the leading Student Information Systems (i.e. Aeries, SEIS, CALPADS, etc.). State and federal accountability systems, tools, and test data interpretation policies. Techniques for dealing effectively with and providing a high level of customer service to all individuals contacted in the course of work.

ABILITY TO: Use data driven judgment for high stakes decisions related to data that impacts state reporting and funding streams. Extract and organize data from source systems in various formats to reconcile in CALPADs. Collect, analyze, and interpret data; compare numbers and detect errors; efficiently organize report materials; translate technical material and data into clear, accessible language or tabular and graphical displays. Communicate technical concepts to others effectively, orally, and in writing and convey a positive. service-oriented image. Interpret, apply, and explain rules, regulations, policies and procedures. Demonstrate integrity, accountability, innovation, and professional approach to customer service and teamwork in the performance of job responsibilities. Understand and carry out oral and written directions. Operate standard office equipment including a computer, calculator, and applicable software.

EDUCATION AND EXPERIENCE: SELPA Analyst I Any combination equivalent to: High school diploma or equivalent supplemented by training in data, clerical skills, or relevant computer software applications. Five (5) years increasingly responsible administrative support work preferable involving public contact. Can substitute two (2) years of work experience at the Administrative Assistant II level with Tuolumne County Superintendent of Schools. AA Degree in a related field, business, or accounting preferred. Related college education beyond high school may be substituted for experience on a year for year basis. SELPA Analyst II Any combination equivalent to: Bachelor’s Degree in a related field and five years of data experience Five (5) years increasingly responsible administrative support work preferable involving public contact.
