Top Required Skills & Years of Experience:
- Project Manager capabilities with 11 years of experience managing large, complex projects from start to completion.
- 10 years of experience with Strong knowledge of project management methodologies and proven ability to create and manage project plans, schedules, budgets, and risk logs.
- 10 years of experience managing a project involving multi-disciplinary teams and multiple business areas distributed throughout a large organization.
- Professional certification in Project Management, Lean Six Sigma, or Change Management.
- Experience implementing or managing grant management systems or enterprise software.
- Familiarity with financial management systems and how they interface with grant management software.
- Experience working with government agencies, particularly regulatory, compliance, or funding environments.
- Project & Program Management: 11 years managing large-scale, cross-functional IT and business transformation projects. Strong command of PMI methodologies and best practices (PMP certification preferred. Expertise in full project lifecycle: initiation, planning, execution, monitoring, and closure.
- System Implementation & Technical Oversight: Led planning and analysis phases for enterprise system implementations. Experience in system requirements gathering, feasibility studies, future-state architecture design.
- Team Leadership & Cross-Functional Collaboration: Managed multidisciplinary teams across departments (technical, business, compliance). Coordinated up to 10 team members and multiple subprojects simultaneously.
- Grant Management & Enterprise Systems: Experience implementing or managing Grant Management Systems or large enterprise platforms. Familiar with financial systems integration and compliance requirements (state/federal grants).
- Project Management Tools & Methodologies: Project management tools: MS Project, Jira, Confluence, SharePoint. Methodologies: PMI, Agile/Scrum, Lean Six Sigma, Change Management. Strong documentation and reporting skills (status reports, risk logs, executive dashboards).
- Government & Regulatory Compliance Experience: Delivered IT projects in public sector or regulatory environments. Ensured alignment with financial compliance, audit, and transparency standards.
Job Responsibilities:
- Managing all technical components and status reporting activities of the project.
- Coordinating contractor team and stakeholder engagement in collaboration with the assigned DHS Project Management Office (PMO) Project Manager.
- Tracking progress toward milestones and deliverables.
- Supporting risk identification and mitigation efforts.
- Ensuring quality and alignment of system design with business needs and policy goals.
