Job Title: Vice President of Residential Services
Position Summary:
The Vice President of Residential Services (VPRS) provides strategic, clinical, operational, and administrative leadership for Argus Community’s portfolio of residential and supportive housing programs, including Striver House, MST, Create Rehab, Faith Mission, Harbor House, and Westminster Supportive Housing. The VPRS is responsible for ensuring that all programs deliver high-quality, evidence-based, person-centered care while meeting regulatory, contractual, and accreditation standards for reintegration and rehabilitation programming.
As a senior leader and qualified health professional, the VPRS drives the development of integrated care models addressing mental health, substance use disorders, and co-occurring conditions. This position emphasizes clinical workflow optimization, treatment fidelity, and continuous quality improvement across all residential programs.
The VPRS supervises an Assistant Vice President who manages administrative, operational, and compliance activities, while the VPRS maintains primary responsibility for clinical excellence, program innovation, regulatory oversight, and staff development.
The VPRS will report to the Chief Program Officer.
Primary Duties & Responsibilities include, but are not limited to:
1. Strategic & Clinical Leadership
- Provide strategic direction and clinical leadership for all residential programs, ensuring alignment with Argus’ mission and evidence-based therapeutic models.
- Develop, implement, and evaluate integrated mental health and substance use disorder treatment workflows that promote recovery, trauma-informed practices, and whole-person care.
- Design and oversee residential program models, therapeutic community components, and service delivery standards.
- Maintain strong understanding of clinical treatment modalities, co-occurring disorder interventions, harm reduction principles, and community-based recovery practices.
2. Program Oversight & Operations
- Ensure consistent clinical and operational excellence across Striver House, MST, Create Rehab, Harbor House, Faith Mission, and Westminster programs.
- Oversee resident flow from intake through live-out/discharge, ensuring continuity of care, successful transitions, and person-centered planning.
- Collaborate with the Assistant VP to ensure adequate staffing, scheduling, facility coverage, environmental safety, and effective administrative systems.
- Ensure programs maintain full census and compliance with service delivery benchmarks.
3. Regulatory Compliance & Quality Assurance
- Ensure residential programs adhere to OASAS 820 regulations as well as OMH, Medicaid Managed Care, DOH, and all other relevant federal, state, and local regulations.
- Oversee insurance-related documentation, including the timely and accurate submission of billing, authorizations, and utilization review materials.
- Develop, monitor, and refine quality assurance systems including audits, chart reviews, corrective action plans, and outcome measurement.
- Maintain an effective workflow and communication process that supports integration across departments and programs.
4. Staff Supervision, Development & Culture Building
- Directly supervise the Assistant Vice President and key clinical leadership across residential programs.
- Ensure staff training, supervision, and performance evaluation align with clinical best practices and regulatory standards.
- Foster a culture of trauma-informed care, accountability, professionalism, and team collaboration.
- Support and guide clinical supervisors in adhering to treatment planning, documentation standards, program protocols, and therapeutic community practices.
5. Interagency Partnerships & Community Relations
- Develop and maintain relationships with external providers, hospitals, MCOs, courts, shelters, public agencies, and referral sources to support resident access to care and service coordination.
- Represent Argus residential programs at community meetings, provider coalitions, and stakeholder engagements.
- Collaborate with contract managers, compliance, and regulatory partners, engaging in problem solving and effective communication.
6. Incident Management & Risk Oversight
- Oversee incident reporting, investigations, documented follow-up, and development of corrective action plans.
- Monitor program safety practices, crisis response systems, medication management, and resident risk assessments.
- Ensure appropriate clinical and administrative response to emergent resident needs.
7. Data, Reporting & Performance Management
- Oversee creation and review of monthly reports for accuracy, timeliness, and use of data for program improvement.
- Ensure high-fidelity implementation of all program requirements using data to drive decisions and performance.
Required Qualifications/Criteria/Education:
- NYS Active Licensed Clinical Social Worker (LCSW) strongly preferred; NYS Active LMSW considered with extensive experience.
- Minimum 7–10 years of progressive leadership in behavioral health, residential treatment, or related fields.
- Demonstrated expertise in co-occurring disorder treatment and integrated care models.
- Strong understanding of OASAS, OMH, Medicaid Managed Care, and applicable regulatory environments.
- Proven success in change management, program development, and implementation of new clinical workflows.
- Excellent interpersonal, written, and verbal communication skills.
- High emotional intelligence, strong judgment, and ability to manage crisis situations.
- Knowledge and past use of Electronic Medical Records (EMRs)
Preferred Competencies
- Experience with therapeutic community models, residential rehabilitation, or supportive housing.
- Ability to lead multidisciplinary teams (clinical, medical, nursing, counseling, peer staff, residential aides).
- Knowledge of trauma-informed care, harm reduction, motivational interviewing, and evidence-based practices.
- Proficiency in data-driven management and quality improvement methodologies.
Work Environment & Expectations
- Must be able to travel independently between program sites.
- Must be available for flexible hours including evenings, weekends, and emergent response needs.
- Must be able to perform unscheduled facility visits as required.
Salary : $125,000 - $150,000
