Job Description
Chesapeake Public Utilities Department is seeking a motivated team member to perform on site inspection, testing and material verification to ensure that construction projects comply with specifications, plans and standards as they relate to Public Utilities infrastructure.

Quality work and exceptional customer service will guide the successful candidate in collaborating with contractors, engineers and the public in accomplishing tasks, communicating information, and making recommendations for bringing defective work into compliance.
Other job duties and qualifications include, but are not limited to:
  • Manages construction projects by visiting and inspecting job sites, ensuring compliance with plans, specifications, and contracts, and maintaining project status reports.
  • Coordinates with construction contractors, developers, and engineers to accomplish goals, communicate information, and make recommendations for any changes and/or improvements.
  • Prepares and maintains reports and records such as permits, inspection records, and/or violation reports.
  • Responds to inquiries and concerns from the general public or City personnel.
  • Assists with reviewing contractor requests for payment and preparing change orders.
  • Strong ability to read and interpret construction plans and specifications.
  • Familiarity with utility systems, functions and testing processes and procedures to determine acceptability of materials used.
  • Ability to communicate effectively and efficiently any deviations observed and to provide recommendations for resolution
  • Ability to work inspections independently.
  • Ability to verify acceptance testing, material quantities and process construction invoices.
  • Proficient communication skills to maintain a daily log of activities via computer based & written reports.
  • Ability to use basic survey equipment and utility locating equipment.
  • Must be physically able to conduct inspections which may require pulling, lifting, or carrying equipment; opening and closing access covers for underground structures; standing, walking, bending, crawling, and/or climbing over uneven or unfinished surfaces including above ground and below ground structures with limited accessibility and carrying out assigned work in all weather conditions.
  • Work overtime, as necessary, to ensure public safety and reestablishment of utility systems to customers.

Required Qualifications
VOCATIONAL/EDUCATIONAL REQUIREMENT:
Requires any combination of education and experience equivalent to an associate’s degree in civil engineering or a closely related field.

EXPERIENCE REQUIREMENT:
In addition to satisfying the vocational/education standard, this position requires a minimum of two years of related, full-time equivalent experience.

SPECIAL CERTIFICATIONS AND LICENSES:
Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards; may require additional certifications.
Depending on position, State and/or City certification(s) may be required.

SPECIAL REQUIREMENTS:
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.

Preferred Qualifications
Possess, or obtain within two years of employment, NAASCO certifications , DEQ Inspector for Erosion and Sediment control, NULCA certifications, Flagging Certification, relevant VDOT certifications (i.e. Asphalt Paving Certificate, Asphalt Plant Mix Design, Concrete Certificate, etc.).
