Job Description
Public Utilities is seeking a conscientious Damage Prevention Team member to locate City utility systems. A successful candidate will use a combination of records, measurements and locating tools to provide accurate marks as a Utilities Locator.
Utilities Locator responsibilities include but are not limited to:
  • Mark City water, sewer and communication systems in accordance with the Damage Prevention Act standards using locating equipment.
  • Liaison with excavators to dig responsibly. Respond to Miss Utility Tickets within the required time frame and prescribed marking standards.
  • Investigate damages due to excavation using knowledge of
SCC regulations as pertaining to the Damage Protection Act.
The Utilities Locator must have a strong work ethic and sense of ownership of City utility systems.
Communications skills shall be proficient to utilize
GIS, image repositories and response software.
The Utilities Locator must be able to discern whether excavation near City systems may cause damage and actively partner with the excavator to prevent damage. Must be able to accomplish locating tasks without assistance. Use electronic equipment to gather GPS Coordinates.
The Utilities Locator works within a general outline of work to be performed and develops work methods and sequences under general supervision.

Required Qualifications
Vocational/Educational Requirement:
Requires high school diploma or GED.

Experience:
In addition to satisfying the vocational/education standards, this class requires a minimum of six months of full-time equivalent experience.

Special Certifications and Licenses:
Requires a valid driver’s license and a driving record that is in compliance with the City Driving Standards.

Special Requirements:
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.

NULCA Certification, VDOT Flagging Certification

In accordance with City policy, this position is deemed safety-sensitive. As such, applicants for this position are subject to pre-employment drug/alcohol testing after receiving a conditional offer of employment and may also be subject to random testing. Possession of a medical marijuana card will not excuse an applicant from the testing process; however, a test will not be considered positive for marijuana if a valid medical marijuana certification is presented unless the position requires a commercial driver’s license (CDL) or is a sworn law-enforcement officer/deputy.
