What are the responsibilities and job description for the Accountant position at City of Kenosha?

Under supervision of the Executive Director, or their designee, the Accountant performs professional level accounting work. Responsibilities include a variety of complex accounting procedures, the preparation of technical and detailed reports and general accounting for the Museums and supporting organizations, analysis of accounts and preparation of financial reports for internal and external use. Work is reviewed through observation and written reports upon completion of assignments for adherence to established policies and procedures.  Performs other work as requested or assigned.
  • Prepares monthly general ledger including reconciling ledger balances; reconciles various bank statements and cash. Reviews accounts receivable, accounts payable and journal entry reports for accuracy.
  • Maintains and balances investment schedules, interest allocations schedules, etc. and prepares monthly journal entries.
  • Reviews purchase requisitions/orders and payment vouchers for proper account number, availability of funds and documentation.
  • Balances daily cash reports. Prepares and deposits receivables. Prepares payables and issues checks for payment.
  • Maintains appropriate financial records for the Museums.
  • Analyzes and prepares financial statements, appropriation transfers, operating cost studies and program revenue estimates.
  • Preparation of year-end financial closing including reconciling account balance sheets, reviewing expense and revenue accounts, prepares documents and reports for use in audited financial statements. Works with and provides supporting documentation for the auditor during the on-site visit.
  • Reviews electronic time sheets and submits data for payroll.  
  • Provides data as needed from other governmental and outside agencies.
  • Assists in preparation of annual budget and budget analysis.
  • Maintains proper controls and analysis relating to expenditure and revenue accounts.
  • Provides accounting support to Friends of the Kenosha Public Museums, and the Kenosha Public Museums Foundation including preparation of financial statements and attends and may take notes for their Board meetings and committee meetings as necessary.
  • Attends Museums Board of Trustees meetings and takes, prepares and distributes minutes according to City policy and practice. Posts notice for all Board of Trustees meetings to meet “open meeting” and City requirements.
  • Performs Staff in Charge responsibilities as required and participates in interdepartmental work teams.
  • Regular and predictable attendance.
  • Performs other related duties as required.
Education, Training and Experience Requirements:
  • Bachelor’s Degree in accounting from an accredited college or university; supplemented by three (3) years of experience in professional accounting, with public sector accounting experience preferred; or an equivalent combination of training and experience.
  • Proficiency with spreadsheet and database applications in micro-based environment.
Knowledge, Skill and Ability Requirements:
  • Knowledge of principles and practices of governmental or nonprofit accounting.
  • Knowledge of modern business office practices and procedures, computerized accounting systems, equipment, and standard clerical techniques as applied to the maintenance of multiple governmental accounting systems involving a large number of transactions.
  • Knowledge of basic principles and techniques applicable to the conduct of audits of governmental operations.
  • Ability to apply professional accounting principles, financial reporting standards, knowledge and skills to the maintenance and preparation of complex sets of fiscal and accounting records, reports and financial statements.
  • Ability to perform detailed work involving written and numerical data; to perform arithmetic calculation rapidly and accurately and to communicate clearly, orally and in writing.
  • Ability to interpret and apply accepted guidelines to a variety of accounting operations.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability to supervise and manage subordinate staff
  • Ability to handle reasonably necessary stress.
Physical Requirements:
  • Task is essentially sedentary, with occasional walking, bending, light lifting or other restricted physical activities.
Environmental Requirements:
  • Task is regularly performed without exposure to adverse environmental conditions.
Sensory Requirements:
  • Task requires visual perception and discrimination.
  • Task requires oral communications ability.
Other Requirements:
  • Possession of a valid driver’s license and a good driving record.  
  • May be required to provide a personal vehicle for use on the job.
Selection of qualified applicants will be based upon a rating of their training, experience and work record. The selection process may include  written and/or oral examinations. Appointment will be made in accordance with City policy and the Civil Service Ordinance and Rules and Regulations. The City reserves the right to evaluate only those applicants who best meet the needs of the City.

Salary : $62,052 - $79,776
