GENERAL STATEMENT OF DUTIES
Independently perform a variety of moderately complex professional level finance and accounting functions; reconcile financial records; review accounting entries prepared by accounting personnel; assist in preparing routine financial reports and annual financial statements.
SUPERVISION RECEIVED
Work under the general supervision of the Controller, or designee, who sets goals and evaluates performance through review of work and observation of results obtained.
SUPERVISION EXERCISED
Supervision is not a responsibility of positions in this classification.
- Review and reconcile accounting records to determine completeness and accuracy; responsible for reconciling subsidiary ledgers to general ledger. Reconcile general ledger accounts, initiate corrections, make adjusting journal entries, prepare trial balances, close and balance various accounts.
- Review journal vouchers and supporting documents prepared by accounting personnel to determine if complete and accurate. Establish and maintain statistical, financial, and budgetary control records.
- Assist in preparing periodic financial reports for departments.
- Perform specialized accounting studies, forecasting, analysis, and budgetary requests as assigned.
- Perform accounting related duties for capital assets.
- Develop and tests proposed changes to FIMS. Develop and maintain PC-based programming to automate account transactions and reconciliations.
- Assist in the development of user manuals for accounting systems currently in use or to be implemented. Assist in the review of accounting procedures and recommend changes or improvements as necessary. Advise departments on accounting procedures and deadlines.
- Work with departments and collections agencies to coordinate the collection of debts owed to Marion County.
- Provide training on spreadsheets, word-processing, and database applications. Provide instruction on FIMS and access to database through system inquiry.
- Perform other duties as assigned.
- Bachelor's degree in accounting, business administration or a related field; AND
- Three years of responsible experience in the field of accounting, preferably in a governmental agency; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
This assignment is represented by a union.
This is a full-time position, which is eligible for overtime.
Typical Work Schedule: Monday through Friday, 8:00 AM - 5:00 PM, with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of generally accepted accounting principles, practices, procedures, and controls; current pronouncements by the various standard setting bodies and their effect on accounting principles; accounting principles appropriate for use by governmental organizations; laws and regulations affecting the financial operations of governmental organizations, particularly those relating to accounting, budgeting and auditing; and knowledge of financial computer applications and related software.
Skills and abilities to understand and analyze the management accounting needs of a medium to large governmental organization; transfer or download information between computer applications or environments to provided special accounting analysis and reporting; analyze complex procedures and recommend changes or revisions as necessary; evaluate and make recommendations on internal controls; communicate complex financial information effectively in oral and written form; establish and maintain effective working relationships with co-workers, agency personnel, county officials, and the general public.
