About this position: 

This position is responsible for the processing of the payroll and payroll related benefits of The Southeast Louisiana Flood Protection Authority – East (SLFPA-E). It is responsible for handling various tasks of the payroll process, ensuring accuracy and compliance while providing support to staff and management. It also involves maintaining and optimizing the efficiency of the payroll system. This position reports to the Accountant Supervisor 2. The incumbent in this position performs fiscal management and accounting functions.

NOTE REGARDING THE ADVERTISED PAY:

This position participates in a Career Progression Group (CPG) and may be filled as an Accountant 1-2. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting.
 
SUBSTITUTIONS FOR DEGREE AND TWENTY-FOUR HOURS IN ACCOUNTING:
A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting.
 
SUBSTITUTIONS FOR DEGREE ONLY:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
 
NOTE: Any college hours or degree must be from an accredited college or university.

The Southeast Louisiana Flood Protection Authority- East has a combined budget of $55 million and encompasses a number of funds expenditure types and income sources. Properties and facilities include 192 miles of floodwall, 252 floodgates, and 11 pumping stations. The accounting system tracks expenditures across 8 dimensions including Fund, Department, Function, Activity, Grant, Project, and Location, and Equipment type. This cost accounting system adds orders of magnitude of sophistication and maintenance requirements. In addition, the Southeast Louisiana Flood Protection Authority -East is funded by the 3 underlying levee districts which require the administration of an intercompany billing system related to shared costs.

The types of revenues received include ad valorem taxes, investment income, oil and gas royalties, federal and state grants (currently 4), state revenue sharing, and other miscellaneous revenues, such as rents, commissions and fees. The management of income received from these revenue sources is handled through the accounting system. The expenditures and related responsibilities include payroll and related benefits processing, payroll deductions and contributions remittances, travel, contract services, materials and supplies, professional services, equipment, construction contracts for major maintenance and capital improvements. The accounting system tracks expenditures across 8 dimensions including Fund, Department, Function, Activity, Location/ Asset, Grant, Project and Equipment type. This cost accounting system adds orders of magnitude in sophistication and maintenance requirements.

44% Payroll Functions
• Process the bi-weekly payroll for all the departments within the Flood Protection Authority, the Orleans Levee District, the East Jefferson Levee District, and Lake Borgne Levee District, along with the two police departments from the Orleans Levee District and East Jefferson Levee District in the ADP payroll system.
• Responsible for updating the payroll system (ADP) or coordinating with the Human Resources department adjustments to employees, including new hires, terminations, salary adjustments, tax withholdings, direct deposit information, and leave balances.
• Responsible for the processing of the bi-weekly police detail for the Orleans Levee District and East Jefferson Levee District officers in the Paychex payroll system.
• Responsible for updating the payroll system (Paychex) as needed with officers'
adjustments by adding new detail officers and payment adjustments before processing the invoice.
• Calculates and prepares bi-weekly invoicing of security details worked by police officers to various organizations and agencies. Follows up on outstanding payments due and researches and resolves discrepancies in amounts received.
• Prepares and processes payroll liabilities such as Federal and State taxes, retirement reports, and other employee directed deductions, including police detail departments.
• Audits leave slips/requests and timecards for correctness and proper approval to assure consistency of time clock data.
• Reconciles quarterly payroll tax forms.
• Prepare and upload payroll journal entries into the accounting software, ensuring accurate mapping of new pay or deduction codes to the general ledger.
• Train operating and administrative department staff on time and attendance entry guidelines and assist them with any related issues. Provide support for time and attendance inputs when necessary.
• Adjust time and payroll for storm-related emergencies and guide all departments on proper timekeeping for storm preparation activities.
• Continuously monitor the effectiveness of payroll system procedures and recommend revisions to improve compliance with state and federal laws, as well as company policies.
• Monitor and troubleshoot any issues related to the payroll systems, acting as a liaison between the agency and the vendor to resolve problems. Also, provide system utilization training to users upon request.
• Works with ADP Professional Services team to maintain carrier connection feeds between ADP and MetLife for reporting of vision, dental, life, critical illness, and accident insurance changes to assist with billing.

51% Accounting Functions
• Perform monthly reconciliations of amounts withheld for LASERS and amount due from employer. Compile required monthly contribution reports and submit to LASERS after supervisor approval.
• Prepare monthly reconciliations for liabilities owed to MetLife for dental, vision, life, critical illness, and accident insurance policies. Review monthly bill. Prepare payment request and submit to Accountant Manager 2 to process payment.
• Reconciles health insurance invoices for the active employees for all the agencies and for retirees for LBBLD. Prepares voucher to request the payment of the monthly invoice and submits payment request to the Accounting Manager 2.
• Reviews and submits payment requests or schedules payments online for Flex Benefits, Deferred Comp, and Start for payment by voucher or online.
• Coordinates with Legal and HR departments to establish payroll withholdings for garnishments. Calculates the garnishment amount and deduction order of garnishments.
• Responsible for reconciling payroll general ledger codes on a monthly, quarterly, and annual basis. Responsible for general ledger reconciliations for payroll and benefit codes, and the processing of forms W2 for employees.
• Responsible for reviewing form 1099 for police detail officers when applicable.
• Responsible for coordination of annual worker's compensation audits and maintenance of worker's compensation codes in payroll system departments on proper timekeeping for
storm.
• Assist management in preparing financial data for the monthly Finance Committee meeting agenda, ensuring accuracy and completeness of the analysis.
• Analyze current and past payroll and benefit data, providing input and recommendations to the Accountant Manager 2 regarding personnel services budgetary needs.

5% Other
• Performs other duties as assigned.
• May be required to report and remain on-site during emergency events.
• Ensures that an accurate and up-to-date filing system for records and reports are maintained in accordance with the Records Retention Schedule.
• Participates in providing data and analysis requested by management. The incumbent may receive special request from management regarding financial data to be used for particular purposes and to provide this information, the incumbent will need to independently research, generate the data and analyze the data for management's use.
